HomeMy WebLinkAboutMINUTES - 04222014 - C.101RECOMMENDATION(S): Correct the Board Order that was approved by the Board of Supervisors on March 25, 2014, Agenda Item (C.80) Contract Amendment/Extension Agreement #23-333-8, effective March 1, 2014 with Fitch & Associates, LLC, a limited liability company, to reflect the correct total payment limit of $710,000 instead of $540,000, with no change in the increase to the total payment limit by $246,500 and no change in the extension term through June 30, 2015. FISCAL IMPACT: This amendment is funded 94% by Measure H and 6 % by County General funds. The Measure H (CSA-EM1) funding for the ambulance procurement was planned and budgeted as part of the FY 2014-15. In November 2011, the County Administrator approved and Purchasing Services executed Board of Supervisors approved Contract #23-333-3 (as amended by subsequent Amendment Agreements #23-333-4 for expanded scope of work to conduct and funding for both the Fire Services Study and through #23-333-6 to extend the timeline for both Fire Service and EMS System Study completion), with Fitch & Associates, LLC, to conduct an independent study and an evaluation of the County’s Emergency Medical Services (EMS) Modernization Project, including an evaluation of fire services related to EMS, in a total amount not to exceed $463,500, for the period from October 24, 2011 through April 30, 2014. On December 11, 2012, the Board of Supervisors directed County Emergency Medical Services (EMS) Agency and the County Administrator’s Office (CAO) to coordinate an independent County EMS System Modernization Study with a comprehensive operational study of the Contra Costa County Fire Protection District (CCFPD). The fire service study was completed and received by the Board on February 25, 2014. However additional services were requested by the County of Fitch consultants as part of the completion of the Fire Services study in the amount of $15,000 representing the 6% share (under fiscal impact) of the County General Fund request associated with this amendment. Due to the important of findings of the Fire first medical response to the EMS System Modernization Study additional time has been now required to complete the of the EMS draft report, public comment and the final policy discussions AND to accommodate needed services for the ambulance procurement - as described in the new procurement scope of work. The new procurement services represent the 94% funded by Measure H (CSA-EM1) as described in the fiscal impact. This Board order supersedes and replaces Board Order for C.80 approved by the Board of Supervisors on March 25, 2014, to accurately reflect the correct total contract payment limit in the amount of $710,000, and allow the Contractor additional time to complete the EMS System Modernization draft report, public comment and the final policy discussions and begin the new ambulance procurement process for EMS as requested by the Board of Supervisors, through June 30 2015. CONSEQUENCE OF NEGATIVE ACTION: EMS Agencies must periodically conduct and administer RFPs (Request for Proposals) and contracts for those ambulance areas in order to attain and maintain State sanctioned antitrust protection under Health and Safety Code 1797.6, 1797.85 and 1797.224. The State Emergency Medical Services Authority states that the process needs to be completed every 10 years. If this amendment is not approved, procurement of emergency ambulance services deadlines for completion will not be met placing the county’s ambulance exclusive operating areas at risk of losing State sanctioned antitrust protection. CHILDREN'S IMPACT STATEMENT: Approximately six (6) to ten (10) percent of County EMS calls involve children less than 14 years of age.
