APPROVE and AUTHORIZE the Purchasing Agent or designee, to execute, on behalf of the Chief Information
Officer, a purchase order with Medtel Services, LLC., in an amount not to exceed $315,000 to procure a replacement
telephone system for the Elections and Recorder offices.
FISCAL IMPACT:
$315,000, charged to Clerk-Recorder budget through DoIT's billing process. 100% County General Fund, budgeted.
BACKGROUND:
Contra Costa County Elections and Recorder offices at 555 Escobar in Martinez are seeking to move away from their
current Avaya telephone system. The current system is over six years old and requires a number of hardware and
software upgrades costing approximately $60,000 (including maintenance renewals). Further, the system is supported
only by Avaya and a limited County Telecommunications staff.
The replacement system is part of the County's "Standard" telephone system manufactured by MedTel (Teltronics),
enabling a number of advanced features and a savings of approximately $9,000 per year in maintenance costs in
comparison to the current system. The MedTel telephone and ACD system was adopted as the County standard so
implementing this system will provide the Election / Recorder Department with greater internal County resources.
In accordance with Administrative Bulletin No 611.0, County Departments are required to get Board approval for
single item purchases over $100,000. The County Administrator’s Office has reviewed this request and recommends
