APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Emerald
HPC International, LLC, to increase the payment limit by $10,000 to a new payment limit of $108,000 to support the
implementation of the East & Central Networked System of Services for Returning Citizens, with no change to the
term of June 17, 2013 through June 30, 2014. (100% AB 109 Public Safety Realignment)
FISCAL IMPACT:
The funding for this contract amendment in the amount of $10,000 derives from the FY 13-14 AB 109 Public Safety
Realignment Budget and the allocation for the Implementation of the Reentry Network for Central and East County
regions, which totals $800,000.
BACKGROUND:
As a part of the East & Central County Networked System of Services Plan, which was adopted by the Board of
Supervisors on March 25, 2014, the contractors who developed the plan, Emerald HPC International LLC, are needed
to provide implementation services through the ramp-up process for the Network: to conduct initial trainings of
County-selected service providers

BACKGROUND: (CONT'D)
and relevant County departments, the Network team, "No Wrong Door" and Local Integrated Networks of Services
(LINC) locations and partners; and assist the Network Team in developing its on-going, comprehensive training plan.
A contract amendment will be developed to increase the payment limit from $98,000 to $108,000 with no change in
the term, through June 30, 2014.
