RECOMMENDATION
1.` Support the Governor' s Proclamation of Rideshare Awareness Week, October 6 through
October 10, 1986.
.2. ' Proclaim. the week beginning October 6 ` 1986 through October 10, 1986 as Rideshare
Awareness Week in Contra Costa County.
FINANCIAL IMPACT
None
REASONS FOR RECOMMENDATION/BACKGROUND .
Due to :financial and environmental constraints improvements in the transportation infra-
structure in our urban areas cannot keep pace with the rising traffic volumes during the
peak hours .
On September 26, 1986, Transportation Planning staff were notified that Governor Deukmejian
has proclaimed the week of October 6 through October 10, 1986 as Rideshare Awareness Week
with the intent to encourage ridesharing by commuters during peak hours . A copy of the
Governor' s Proclamation is attached.
Within the urban areas of Contra Costa County, peak hour traffic volumes have exceeded the
.. capacity of our road system. In many areas , increasing the capacity of our road system is
neither economically nor environmentally desirable.
From� a cost effective viewpoint and to maintain a healthy environment , one of the most
des'frable solutions to the peak hour transportation problems is .ridesharing.
For these reasons , it is requested that the Board declare the week of October 6 - 10, 1986
as Rideshare Awareness Week. "

WHEREAS, California is a highly mobile society with a growing appreciation for ;
�Mwy efficient,specialized and low-cost transportation services; and
Nil state and local governments have recognized the potential of ridesharing as }
an effective measure for transportation systems management and for the reduction of fuel
consumption,air pollution,traffic congestion, user transportation costs and parking needs;and
WEWHEREAS, in order to meet the transportation.needs of the citizens of this state, the r
Department of Transportation has developed and implemented a rideshare program; and
WHEREAS,this program provides the state with a more efficient transportation system;

' ridesharing to the State of California; D '
R �T NOW THEREFORE, I, GEORGE DEUKMEJIAN, Governor of the State of California, do ;
hereby proclaim October 6-10, 1986 as Rideshare Week in California and urge all citizens to
"wr join with the California State Department of Transportation and other transportation-related a
groups and individuals in observing this week in honor of ridesharing. 1
