Neustadter, Deputy Director for ation Planning DATE: October 7, 1986 SUBJECT: Transportation System Management (TSM) - Ridesharing Week Specific Requests or Recommendations b Background A Justification RECOMMENDATION 1.` Support the Governor' s Proclamation of Rideshare Awareness Week, October 6 through October 10, 1986. .2. ' Proclaim. the week beginning October 6 ` 1986 through October 10, 1986 as Rideshare Awareness Week in Contra Costa County. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND . Due to :financial and environmental constraints improvements in the transportation infra- structure in our urban areas cannot keep pace with the rising traffic volumes during the peak hours . On September 26, 1986, Transportation Planning staff were notified that Governor Deukmejian has proclaimed the week of October 6 through October 10, 1986 as Rideshare Awareness Week with the intent to encourage ridesharing by commuters during peak hours . A copy of the Governor' s Proclamation is attached. Within the urban areas of Contra Costa County, peak hour traffic volumes have exceeded the .. capacity of our road system. In many areas , increasing the capacity of our road system is neither economically nor environmentally desirable. From� a cost effective viewpoint and to maintain a healthy environment , one of the most des'frable solutions to the peak hour transportation problems is .ridesharing. For these reasons , it is requested that the Board declare the week of October 6 - 10, 1986 as Rideshare Awareness Week. " CONSEQUENCES OF NEGATIVE ACTION Not applicable.
