APPROVE and AUTHORIZE the Employment and Human Services Department , or designee, to execute a contract
amendment with FamiliesFirst, Inc., dba EMQ FamiliesFirst, to increase the payment limit by $50,897 to a new
payment limit of $254,482, for differential response services for at-risk families, and extend the contract term from
June 30, 2014 to September 30, 2014.
FISCAL IMPACT:
$254,482: 100% State Child Welfare Services Outcomes Improvement Program

BACKGROUND: (CONT'D)
Family Services (CFS) Bureau is implementing Child Welfare (CWS) Redesign to enhance current service delivery
and improve outcomes for children and families. The redesign plan includes providing early intervention services,
developing community partnerships, and increasing the number of resource families. The Department issued a
Request for Proposals #1120 in order to solicit organizations interested in providing case management services to
families at-risk of becoming involved with the Child Welfare System.
This contract is being extended to enable further analysis of program and program spending.
CONSEQUENCE OF NEGATIVE ACTION:
Employment and Human Services Department will be unable to offer valuable services.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready
for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)
“Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5)
“Communities that are Safe and Provide a High Quality of Life for Children and Families,” by providing intervention
for families at-risk of entering the Child Welfare System.
