APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with
Environmental Science Associates (ESA) in an amount not to exceed $211,812 for preparation of the environmental
impact report (EIR) for the proposed Saranap Village Project in the Saranap area, for the period April 23, 2014 to
April 23, 2015.
FISCAL IMPACT:
No impact to the General Fund. The cost for preparing the EIR is charged to the project applicant.
BACKGROUND:
The Department of Conservation and Development received applications from Hall Equities Group requesting
approval of a General Plan Amendment, Rezoning, Major Subdivision, and Final Development Plan for the Saranap
Village Project. The Department determined that this project requires preparation of an EIR pursuant to the California
Environmental Quality Act. The Department is the lead agency for the environmental review and has selected ESA to
prepare the EIR.
CONSEQUENCE OF NEGATIVE ACTION:
The Department will be unable to complete the environmental review of a pending land development application.
