HomeMy WebLinkAboutMINUTES - 04222014 - C.63RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to apply for and accept additional funding from the U.S. Department of Health and Human Services, Administration for Children and Families, to increase the payment limit by $1,009,901 to a new limit not to exceed $15,689,730 for Head Start program services with no change to the term January 1 - December 31, 2014. FISCAL IMPACT: Funding has been included in the Department's FY 2012-13 and 2014-15 budgets. The County, as Grantee, is required to generate a non-federal match that is 20% of the federal and non-federal funding. The combined federal and non-federal funding is $19,612,162. The non-federal County match is $3,922,433 which is achieved through collaboration with State Child Development programs and the volunteer hours accrued by Head Start parents and community partners. BACKGROUND: Head Start is a federal program that promotes the school readiness of children ages birth through five from low-income families by enhancing their cognitive, social and emotional development. Head Start programs provide a learning environment that supports children's growth in the following domains: language and literacy; cognition and general knowledge; physical development and health; social and emotional development; and approaches to learning. Services are designed to be responsive to each child and family's ethnic, cultural, and linguistic heritage. Services are provided through a variety of service models including: centers or schools that children attend part or full day, family childcare homes and/or the children's own homes wherein a Head Start staff visit once per week to provide in-home services. Children who receive home-based services gather periodically with other enrolled families for group learning experiences facilitated by Head Start staff. Contra Costa County submits an application annually to U.S. Health and Human Services Department, Administration for Children and Families as the Head Start grantee. The annual application included newly identified goals and objectives for the program and was approved by the Board on September 24, 2013. Approval of this board order will allow the continued provision of Head Start services to program eligible children and families and the restoration of previous funding cuts. Public Law 113-76 enacted on January 17, 2014 increased the appropriation for the Head Start Program for Fiscal Year 2014 by restoring the 5.27% reduction in funds due to sequestration and providing all grantees with a 1.3% cost-of-living adjustment (COLA). For the County Head Start program, this amounts to a funding increase of $810,073 in sequester restoration and $199,828 in COLA, for a total increase in funding of $1,009,901. The restoration funds will be used to: BACKGROUND: (CONT'D) Restore 5 Head Start slots; Restore the length of the program year for the part-day part-year program from 26 weeks to 35 weeks for children and from 30 weeks to 39 weeks for staff; Restore the home-based program year from 26 weeks to 35 weeks for children and from 30 weeks to 39 weeks for staff; The COLA funds will be used to cover increased operational costs due to benefits and negotiated salary increases. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive funding to operate Head Start childcare centers. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
