ADOPT Resolution No. 2014/106 to approve and authorize the Employment and Human Services Director, or
designee, to execute a contract with the California Department of Aging to pay County an amount not to exceed
$425,755 for Health Insurance Counseling and Advocacy Program (HICAP) services for the period July 1, 2014
through June 30, 2015.
FISCAL IMPACT:
County to receive up to $425,755 per California Department of Aging Agreement HI-1415-07. 56% State, 44%
Federal (No County match)
BACKGROUND:
The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling
and Advocacy Program (HICAP) services to Medicare beneficiaries, including Medicare beneficiaries by virtue of a
disability, and those persons imminent of Medicare eligibility as defined in Welfare and Institutions Code (W&I)
sections 9541 (a) and (c)(2) and to the public at large for HICAP community education services under W&I Code
sections 9541 (c)(1), (4), (5), and (6).
CONSEQUENCE OF NEGATIVE ACTION:
Without funding, Health Insurance Counseling and Advocacy Program services would not be delivered to County
residents by the Area Agency on Aging.
