ADOPT Position Adjustment Resolution No. 21443 to reclassify one Community Health Worker II (VKVB)
(represented) position #8654 and its incumbent at Salary Plan and Grade QT5-1043 ($2,918 - $3,547) to Community
Health Worker Specialist (VKTA) (represented) at Salary Plan and Grade QT5-1103 ($3,097 - $3,764) in the Health
Services Department.
FISCAL IMPACT:
Federally Qualified Health Center Funds. If this action is approved, there is an annual cost of approximately $3,830,
which is fully offset with federally qualified health care revenues.
BACKGROUND:
The Health Services Department is requesting to reclassify position #8654 and its ncumbent from Community Health
Worker II to Community Worker Health Specialist in the Healthy Start Program at the West County Health Center.
Based on a previous classification study conducted in 2000, the Department and Human Resources determined that
Community Health Worker IIs assigned to the Healthy Start Program may be reclassified to the Specialist Level as
incumbents typically perform less clerical duties and provide more client-centered education and assessment within
protocols and under supervision of a nurse. The incumbent is currently performing initial assessments for the Healthy
Start clients in areas of health education and psychosocial issues, and making referrals according to protocols. The
incumbent independently conducts initial clients and family needs evaluations; interviews clients and their families to
develop a social/health care needs plan; assists staff in assessing specific conditions and in developing treatment
plans. The incumbent has been performing these higher level duties for approximately six months.

In reviewing the incumbent's application, it was confirmed that she meets the minimum qualifications of the
Community Health Worker Specialist classification.
The annual cost associated to this action is approximately $3,830, which is offset by third party revenues.
A completed application and position description questionnaire is submitted to Human Resources.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the incumbent will not be appropriately classified and compensated.
