APPROVE Appropriation and Revenue Adjustment No. 5061 and AUTHORIZE the expenditure appropriation
transfer of $57,962,000 from Employment and Human Services Dept. (0292) to Support Services Dept. (0296) to
reflect State Controller's requirements as recommended by the Employment and Human Services Director.
FISCAL IMPACT:
No fiscal impact. Transfer of appropriation within Special Fund 115300 to meet State Controller's requirement.
BACKGROUND:
In 2011, the California Legislature passed and the Governor signed into law the Public Safety Realignment Act
(Assembly Bill 109), which transfers responsibility for supervising specific low-level inmates and parolees from the
California Department of Corrections and Rehabilitation (CDCR) to counties. Assembly Bill 109 (AB 109) took
effect on October 1, 2011. Assembly Bill 118 prescribes how counties must receive and account for revenues
transferred under 2011 realignment. The legislation required establishment of a County Local Revenue Fund 2011
and myriad sub-accounts that must be tracked and reported to the state at a future date.

Subject:Transfer Realignment Appropriations within the Social Services Subaccounts
BACKGROUND: (CONT'D)
On August 2, 2011 (C. 50), the Board of Supervisors established the County Local Revenue Fund 2011 and six
accounts to implement State Public Safety Realignment program. Under this authority, the Health and Human
Services Account (115300-0292) was established. Subsequently, Senate Bill 1020 abolished the original Local
Revenue Fund 2011 and replaced it with the Support Services Sub-account (Protective Services Sub-account). In
September 2012 the Support Services Accounts (115300/0296) were created in order to comply with the State
Function/Activity and County Agency codes.
This action will transfer the FY 2013-14 appropriations from the Local Revenue Fund (115300/0292) to the
Support Services Accounts (115300/0296) accounts.
CONSEQUENCE OF NEGATIVE ACTION:
The County will be not comply this State Controller's requirements.
