APPROVE Appropriations and Revenue Adjustment No. 5060 authorizing new revenue in the amount of $220,000 in
Sheriff's Office-Emergency Services Division (0362) from 2012 California Homeland Security grant funds
appropriate it for the purchase of a Ballistic Identification System (EVOFINDER).
FISCAL IMPACT:
This action increases revenues and appropriations by $220,000. There is no change to net County costs.
BACKGROUND:
The California Emergency Management Agency (Cal EMA) is responsible for designing and implementing
homeland security initiatives and ensuring that the State is ready to protect lives and property by effectively
preparing for, preventing, responding to, and recovering from all threats, crimes, hazards, and emergencies. To help
fulfill this mission, Cal EMA administers a pass-through program of federal homeland security grant funds to local
public agencies through California.
The Office of the Sheriff's Forensic Services division plans to purchase the EVOFINDER Ballistic Identification
System.

BACKGROUND: (CONT'D)
This system uses a patented image capture technology that improves correlation results and 3 D screen
visualization, which ensures higher confidence match results and better on screen image detail and resolution.
The EVOFINDER provides the highest speed of surface recording, which enables faster turn around time and
greater sample input. This system offers portability and can be moved easily into a field setting. This versatility
allows the crime laboratory to better serve the needs of the community using the highest level of technology.
CONSEQUENCE OF NEGATIVE ACTION:
New revenue and appropriations will not be reflected in the Sheriff's Office budget.
CHILDREN'S IMPACT STATEMENT:
No impact.
