DECLARE vacant the Alternate North Richmond Municipal Advisory Council seat on the North Richmond Waste
and Recovery Mitigation Fee Committee due the the resignation of Beverly Scott, and DIRECT the Clerk of the
Board to post the vacancy, as recommended by Supervisor Gioia.

BACKGROUND:
The Board of Supervisors approved a Memorandum of Understanding between Contra Costa County and the City of
Richmond regarding the mitigation fee specified in Mitigation Measure 4-5 of the Final Environmental Impact Report
(EIR) for the Bulk Materials Processing Center at the WCCSL. Mitigation Measure 4-5 of the EIR, in part, requires
the facility operator to pay a mitigation fee ""to defray annual costs associated with collection and disposal of
illegally dumped waste and associated impacts in North Richmond and adjacent areas.
