DECLARE vacant the North Richmond Resident seat on the North Richmond Municipal Advisory Council
(NRMAC) held by Junie Sugar due to her passing away, and DIRECT the Clerk of the Board to post the vacancy, as
recommended by Supervisor Gioia.
FISCAL IMPACT:
None
BACKGROUND:
The NRMAC advises the Board on:
Services which are or may be provided to the North Richmond Community by the County or other local
governmental agencies. Such services include, but are not limited to, public health, safety, welfare, public
works and planning.

The feasibility of organizing the existing special districts serving the North Richmond community in order to
more efficiently provide public services such as, but not limited to, water, sewer, fire, parks and recreation, and
infrastructure improvements.

The Council may:
Represent the North Richmond community before the Local Agency Formation Commission on proposed
boundary changes affecting the community.

BACKGROUND: (CONT'D)
Represent the North Richmond community before the County Planning Commission(s) and the Zoning Administrator
on land use and other planning matters affecting the community. In this regard, the Council cooperates with other
planning advisory bodies in the North Richmond County area in order to avoid duplication and delay in the planning
process.
Provide input and reports to the Board, County staff or any County hearing body on issues of concern to the North
Richmond community.
The Board is the final decision-making authority with respect to issues concerning the North Richmond community
and that the Council serves solely in an advisory capacity. Except as specified above, the Council may not represent
the North Richmond community to any State, County, city special district or school district, agency or commission,
or any other organization on any matter concerning the community.
Junie Sugar served on the NRMAC proudly and was happy to have the opportunity to serve her community.
CONSEQUENCE OF NEGATIVE ACTION:
The North Richmond Resident seat on the NRMAC will remain vacant.
