APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of the County, the Cooperative
Funding Agreement (Agreement), in order to assign and vacate a segment of excess road right of way to East Bay
Regional Park District (EBRPD) for the Feeder Trail No. 1 Project from Ferndale Road to Periera Road, in an amount
not to exceed $14,000, effective March 18, 2014 until completion of the project, Martinez area.
FISCAL IMPACT:
100% EBRPD Funds.
BACKGROUND:
Feeder Trail No. 1 is a 4.5 mile segment of historic California State Riding and Hiking Trail established by Mr.
George Cardinet and other local equestrians. Feeder Trail No. 1 is also part of the proposed Bay Area Ridge Trail. In
2008 the East Bay Municipal Utility District dedicated and opened a connecting 7.5 mile segment of the Bay Area
Ridge Trail on its adjacent Pinole Valley watershed.
EBRPD has had the development of Feeder Trail No. 1 on their Master Plan for more than twenty years. In
November of 2009, the Contra Costa County Board of Supervisors assigned and vacated a segment of Feeder Trail
No. 1 to EBRPD which had not been regularly maintained and was threatened by encroachments which could sever
the right of way and eliminate public access.
EBRPD is now requesting the County convey its interest in the segment between Ferndale Road to Periera Road, so
that it can be maintained and patrolled by EBRPD for improved safety and active public use.

CONSEQUENCE OF NEGATIVE ACTION:
The County would be responsible for maintenance and repairs to a section of excess right of way on Feeder Trail No.
1 located in the Martinez area and the trail may end up being exposed to motor vehicles.
