1. ADOPT Resolution No. 5172 approving the Memorandum of Understanding (MOU) with Public Employees
Union Local #1 (attached), establishing the salary levels to be effective March 1, 2014 and other employment terms
for Housing Authority Clerical and Maintenance employees represented by Local #1 for the period January 1, 2013
through December 31, 2015.
2. ADOPT Resolution No. 5173 establishing comparable salary modifications for unrepresented and exempt
employees of the Housing Authority of the County of Contra Costa for the period March 1, 2014 through December
31, 2015.
3. AUTHORIZE the Executive Director to execute the Memorandum of Understanding with the Public Employees
Union Local #1 on behalf of the Housing Authority.
FISCAL IMPACT:
The Housing Authority budget for April 1, 2013 through March 31, 2014 and the proposed budget for April 1, 2014
through March 31, 2015 provides for the changes in the economic terms of the proposed MOU.

Subject:MEMORANDA OF UNDERSTANDING WITH PUBLIC EMPLOYEES UNION LOCAL #1 AND FOR
EXEMPT/UNREPRESENTED EMPLOYEES
BACKGROUND:
Negotiations with Public Service Employee’s Local #1 have resulted in a tentative agreement for a 36 month
MOU for the period January 1, 2013 through December 31, 2015. The new MOU provides for a two and one-half
percent (2.5%) cost of living increase effective March 1, 2014. Effective January 1, 2015, the MOU provides for a
cost of living increase of one and one-half percent (1.5%).
The other change to the economic terms of the agreement is that Overtime is defined to only include overtime pay
for hours worked not hours paid.
The MOU also provides for the creation of a labor-management committee within 30 days of the adoption of the
MOU by the Board to explore ways to decrease health care costs. Once the labor-management committee has
completed its work but no later than September 1, 2014, the MOU calls for the parties to Meet and Confer to
discuss the labor-management committee's cost savings recommendations and to implement any agreed upon
changes so they are effective January 1, 2015. The Board, of course, would have to approve any such changes.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt these actions, both the unrepresented and exempt classes
and the clerical and maintenance employees represented by the Public Employees Union, Local # 1 would be
denied wage enhancements negotiated in good faith. Additionally, the Housing Authority would be legally
obligated to immediately enter into new negotiations with Local # 1.
