MODIFY existing eligibility requirements for membership on the Discovery Bay P-6 Citizen Advisory Committee to: provide that the Citizen Advisory Committee shall consist of five (5) members, each of whom must reside within any of the Discovery Bay Zones 500-504. to remove the limitation on the number of consecutive terms that a member may serve. 2. DIRECT that the Board of Supervisors shall appoint, upon recommendation of the District Supervisor, the members of the Citizen Advisory Committee. FISCAL IMPACT: None. BACKGROUND: The Discovery Bay P-6 Citizen Advisory Committee was originally created June 23, 2009. County Service Area (“CSA”) P-6 was officially established by the Board of Supervisors in 1983 to provide “extended police protection services.” CSA P-6 is composed of most of the unincorporated areas within the county. CSA P-6 generates ad valorem property tax revenue based on the annual assessed valuation of parcels within the district boundaries. A P-6 Citizen Advisory Committee was recommended for the Discovery Bay area in 2009 because the zones of the CSA P-6 in the Discovery Bay area have, beginning in 2007-08, reached a combined annual revenue level that can sustain one or more deputy positions to provide extended or enhanced services, and the community requires a formal channel to the Board of Supervisors to communicate its needs and requests for police services within the community. The Town of Discovery Bay Community Services District had requested a local advisory committee to monitor and make reports and recommendation to the Office of the Sheriff and the Board of Supervisors on the P-District’s revenues. This request was also made by residents of the Discovery Bay West P-6 Zone contributors. The current residency requirements and term limits, as originally created for the Discovery Bay P-6 Citizen Advisory Committee, are not consistent with the existing models used for appointments to the P-2A (Blackhawk), P-2B (Alamo), and P-5 (Round Hill) police services advisory committees. The recommended action will remove the term limits and single zone residency requirements previously applicable to the Discovery Bay P-6 Citizens Advisory Committee. CONSEQUENCE OF NEGATIVE ACTION: The residency requirements and term limits of the CSA P-6 Citizen Advisory Committee will not be consistent with the existing models used for appointments to the P-2A (Blackhawk), P-2B (Alamo), and P-5 Round Hill) police services advisory committees.
