APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to issue Request for
Proposal (RFP) #1136 for a Receiving Center to provide shelter, food, clothing, and medical services to children who
have been removed from their homes in an amount not to exceed $200,000 for the period July 1, 2014 through June
30, 2015
FISCAL IMPACT:
$200,000: 90% State Realignment Revenue (91/92 Realignment and 2011 Realignment). There is a 10% County Cost.
BACKGROUND:
The Employment and Human Services Department (EHSD), Children and Family Services Bureau (CFS), will be
soliciting competitive bids to establish Receiving Centers in Contra Costa County to provide food, shelter, clothing,

BACKGROUND: (CONT'D)
and medical care to children who have been removed from their homes. The Receiving Center will enable EHSD
CFS to increase the number of children who can safely return to their families or relatives without going into
emergency foster care. By providing time for family assessment, the center reduces the number of disruptive
placements to which a child is subjected.
CONSEQUENCE OF NEGATIVE ACTION:
This valuable service to assist with safe reunification of children to families will not be provided.
CHILDREN'S IMPACT STATEMENT:
This contract supports all of the community outcomes established in the Children’s Report Card: 1) “Children Ready
for and Succeeding in School”; 2) “Children and Youth Healthy and Preparing for Productive Adulthood”; 3)
“Families that are Economically Self Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5)

reunification of families.
