HomeMy WebLinkAboutMINUTES - 04012014 - C.30RECOMMENDATION(S): APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute a contract with California Department of Food and Agriculture, to pay the County an amount not to exceed $36,237 for SF Pest Exclusion - Light Brown Apple Moth, from January 1, 2014 through September 30, 2014. FISCAL IMPACT: There will be no negative fiscal impact on the department or the general fund. This agreement reimburses the department for an amount not to exceed $36,236.09 for quarantine response and regulatory enforcement activities, thus providing needed revenue to the Department. No County match. BACKGROUND: The Light Brown Apple Moth (LBAM) was first detected in Contra Costa County on March 7, 2007 and subsequently the county has become generally infested. As multiple detections of LBAM continued, the California Department of Food and Agriculture (CDFA) proposed emergency adoption of Section 3434, Light Brown Apple Moth Interior Quarantine, eventually adding the entirety of Contra Costa County. Guise, Director of Agriculture/Weights & Measures Date:April 1, 2014 Contra Costa County Subject:APPROVE and AUTHORIZE the Agricultural Commissioner, or his designee to execute Agreement #13-0481-SF with CA Department of Food and Agriculture BACKGROUND: (CONT'D) Quarantine Order (DA-2007-42), regulating the interstate movement of host material from the infested areas of California and Hawaii. his regulation requires all nurseries, green waste facilities, community gardens and harvested host plant commodities within the infested areas be issued a quarantine compliance agreement and be inspected every 30 days. CONSEQUENCE OF NEGATIVE ACTION: A negative action will result in failure to meet state mandates and reduced revenue to the department. This would also negatively impact the county's nursery industry and some growers as they would not be able to meet the requirements to ship host material to non-infested areas outside the county.
