HomeMy WebLinkAboutMINUTES - 04012014 - C.24RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21435 to reclassify one (1) Public Health Program Specialist I (VBSD) (represented) position #8336 at salary plan and grade level ZA5 1602 ($5,076 - $6,170) and its incumbent to a Public Health Program Specialist II (VBND) (represented) at salary plan and grade ZA5 1711 ($5,654 - $6,873) in the Health Services Department. FISCAL IMPACT: Upon approval, this action has an annual cost of approximately $12,403.74, which is fully offset with revenues from service fees. BACKGROUND: The Health Services Department is requesting the reclassification of position #8336 and its incumbent from Public Health Program Specialist I to Public Health Program Specialist II. After analysis of job duties and responsibilities, the Department has determined the incumbent in this position should be reclassified at the Public Health Program Specialist II level. The incumbent reports directly to Dr. Brunner, MD, Director of Public Health, and currently supervises a staff of 18 with classifications ranging from Student Worker to Senior Disease Intervention Specialist. The program provides language assistance to help limited English speakers use the health care resources to evaluate and improve the health of newly arriving refugees. Services include outreach, health screenings, health education, immunizations, tuberculosis follow-up and care, referrals to health and human services, interpretation, and health advocacy. In addition, the incumbent coordinates the Health Care Interpreter Network (HCIN), language proficiency testing for clinical providers and staff, and manages the Refugee Preventative Health Project. Furthermore , the incumbent's contract administration responsibilities increased from four (4) to nine (9) contracts as a result of a retirement in 2011. In review of the incumbent's application, she meets the minimum qualifications of the Public Health Program Specialist II classification.
