D.9 CONSIDER Approving and Authorizing the County Administrator to sign the following documents with regards to
the Contra Costa County Deferred Compensation Plan: 1) an Administrative Services Agreement, and an Investment
Agreement with Massachusetts Mutual Life Insurance Company; and 2) a Trust Agreement with Reliance Trust
Company for trustee services with respect to the Deferred Compensation Plan, subject to approval as to form by the
County Counsel. Further, authorize Massachusetts Mutual Life Insurance Company to act as an agent of the Trustee
for the period of April 1, 2014 – March 31, 2017.

D. 10 PUBLIC COMMENT (2 Minutes/Speaker)
Len Navarro spoke on his dissatisfaction with the quality of care at Doctors Hospital in San Pablo, and
suggested the facility obtain additional education to provide better diagnosis of patient complaints. Chair
Mitchoff stated the Board of Supervisors does not govern the facility. Supervisor Gioia sits on the Board of
Directors for that hospital and he invited Mr. Navarro to visit his District office;
Allex Alifaris, Contra Costa Taxpayers Association, spoke in support of additional regulations in regards to
unfunded pension liabilities;
Rollie Katz, Public Employees' Union Local One responded to Mr. Alifaris's comments, stating that what the
County and the country needs is not more legislation but good jobs; a reformed tax system and income equality.

Chair Mitchoff stated the efforts to protect the delta continue on, and any who wish to receive more information
are invited to contact the District III and/or District IV offices.

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be
no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board
votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those
persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to
