Subject:2013-14 Calif. Dept. of Educ. Alternative Payment Childcare services revenue contract / Amendment #2
BACKGROUND:
On June 24, 2013 the Board approved receipt of funding from the California Department of Education for the
2013/14 allocation for the Alternative Payment childcare services program. The Alternative Payment childcare
services program provides funding for program eligible families to receive services. Priority is given to families who
interface with Child Protective Services; families with children at-risk of abuse and neglect; low-income families; and
families with children who have special needs.
The state routinely provides additional funding to the agreement as resources permit during the program year. The
board approved amendment #1 on October 15, 2013 to accept additional funding. This board order seeks approval of
a change to the minimum days of operation - another routine amendment that occurs once school calendars are set for
the school year.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not receive funding to operate this childcare program.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
