APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept a
continuation grant in the amount of $900,000 on behalf of the County’s Zero Tolerance for Domestic Violence
Initiative (ZTDV) from the Department of Justice (DOJ), Office on Violence Against Women for the “Grants to
Encourage Arrest Policies and Enforcement of Protection Orders Program” for a 36 month term upon award.
FISCAL IMPACT:
$900,000. 100% Department of Justice Grant. No County match. CFDA# 16.590
BACKGROUND:
Since 2004, ZTDV has successfully implemented the Grants to Encourage Arrest Policies and Enforcement of
Protection Orders program (GTEA), striving to formalize a coordinated community response to domestic violence,
sexual assault, dating violence, and stalking. The Arrest Program challenges the community to work collaboratively
to identify problems, and share ideas that will result in new responses to ensure victim safety and offender
accountability.
This re-application will allow ZTDV to enhance the system that assists domestic violence and sexual assault victims
in Contra Costa County. The funds will enable ZTDV to do the following: (1) Strengthen support and advocacy for
victims of domestic violence (DV) (increased services and advocacy – including more robust services to underserved
communities, restraining order, and VAWA/U-Visa assistance); (2) Strengthen support and advocacy for victims of

Enhance law enforcement response to DV/SA (training of trainers toolkit, systems review, intensive monitoring of
highest risk DV/SA cases.)
ZTDV partners for the Grants to Encourage Arrest program include: Probation, STAND! For Families Free of
Violence, Community Violence Solutions, Bay Area Legal Aid, and West Contra Costa Family Justice Center.
Resource partners, providing critical in-kind support and resources, are: Superior Court, District Attorney, Concord
Police Department, and Richmond Police Department.
Since its inception, the ZTDV Initiative has been recognized for its innovation in the area of system change through a
comprehensive, coordinated, community-wide approach that interrupts the progressive cycle of violence, recognizing
the cost effectiveness of integrated and collaborative service strategies.
GTEA recognizes that sexual assault, domestic violence, dating violence, and stalking are serious violations of
criminal law requiring coordination with nonprofit, nongovernmental victim advocates and representatives from the
criminal justice system. This program challenges the whole community to communicate, identify problems, and share
ideas that will result in new responses and the application of best practices to enhance victim safety and offender
accountability which is consistent with

CONSEQUENCE OF NEGATIVE ACTION:
The Employment and Human Services Department will not be able to offer programs to support this DOJ program.
