ADOPT Position Adjustment Resolution No. 21409 to establish the classifications of Chief Deputy Director (XABA)
(unrepresented), allocate to the salary schedule at salary plan and grade B85 2417 ($11,603 - $14,104) and add (1)
position; and Deputy Director-Workforce Services (XADH) (unrepresented), allocate to the salary schedule at salary
plan and grade B85 2064 ($7,776 - $9,946) and add (1) position; and Assistant Director-Policy & Planning (XADG)
(unrepresented), allocate to the salary schedule at salary plan and grade B85 2064 ($7,776 - $9,946) and add (1)
position in the Employment and Human Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of:
-$122,520 for the Chief Deputy Director (XABA) of which the net county cost will be approximately $12,000 for the
current fiscal year and an Annual cost of $294,048. This position will be funded by 45% Federal revenue, 45% State
revenue, and a 10% Net County Cost; annual pension cost is $61,974;
- $80,410 for the Deputy Director-Workforce Services (XADH) of which the net county cost will be approximately
$8,041 for the current fiscal year. The position will be funded by 45% Federal revenue, 45% State

BACKGROUND:
The Employment and Human Services Department (EHS) is requesting to establish and exempt from the Merit
System the following (3) new executive management classifications:
Chief Deputy Director (XABA)
Deputy Director - Workforce Services Bureau (XADG)
Assistant Director – Policy and Planning (XADH)
EHS has experienced significant State and Federal program changes and growth, including the addition of the
Contra Costa County Covered California Call Center and Health Care Reform. The EHS Director has assessed
and determined the need for additional management level staff to oversee the administration of the delivery of
human services to the general public. The three (3) new executive management classifications will have
operational oversight and administrative responsibilities for the Department.
The Chief Deputy Director will be the Second in Command, reporting directly to the EHS Director. Primary
responsibilities will include developing Department wide policy and priorities goals and objectives for
administrative and financial operations, oversight in areas specified by the Director pertaining to services,
structures, and controls and reporting systems for the continuity of effective and efficient delivery of human
services, the development of programs and special projects, and will have the authority to act in the absence of the
Director.
The Deputy Director-Workforce Services is a single class position, reporting directly to the Workforce Services
Bureau Director, and will be responsible for providing the needed administrative and managerial assistance to the
Workforce Services Director in order to maintain efficiency and accountability. Currently, the administrative and
financial operational oversight for the benefit assistance, Welfare-to-Work, Contra Costa County Covered
California Call Center and Health Care Reform programs rest entirely with the Workforce Services Director.
The Assistant Director-Policy and Planning is a single class position, reporting directly to the EHS Director, and
will be responsible for the oversight and direction for department-wide policy and planning functions, including
strategic planning, program policy development, data analysis and reporting, research, program evaluation, project
management, legislative analysis, community relations, public information, grants coordination, and special
projects.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved the Employment and Human Services Director will have insufficient managerial
staff to effectively develop and manage department-wide policies and priorities of the delivery of human services
to the public.
