HomeMy WebLinkAboutMINUTES - 03252014 - C.32RECOMMENDATION(S): ADOPT Resolution No. 2014/9 to exclude the class of County Librarian from the performance pay plan, which includes a sixth salary step for exceptional performance, and reallocate it on the Salary Schedule to a standard five-step range from BD5 2259 ($9,923.08-$12,061.57) to BD5 2299 ($10,323.97 – $12,548.86) effective April 14, 2014. FISCAL IMPACT: The recommended salary equates to a 4% increase or an additional salary cost of $5,845 annually. Total compensation is estimated to increase by $7,300 annually. BACKGROUND: In October 2013, County Librarian Barbara Flynn informed the County Administrator that she would resign from her position on November 13, 2013. We contracted with Alliance Resource Consulting to conduct the recruitment to fill the vacancy. After reviewing the salaries of Librarians in comparable counties including Alameda, Marin, Napa, San Mateo, Santa Clara, and Solano counties, I recommend that the class of County Librarian be reallocated on the Salary Schedule to a slightly higher amount to reach the median salary of the comparable counties. Resolution No. 98/61 was adopted by the Board of Supervisors on February 24, 1998 to implement a performance pay plan for the class of County Librarian that included a sixth performance step that is 5% above the top step of the standard five-step salary range. I recommend elimination of the sixth performance step, resulting in a standard APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 03/25/2014 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:John Gioia, District I Supervisor Candace Andersen, District II Supervisor Karen Mitchoff, District IV Supervisor Federal D. I am recommending an effective date for the salary reallocation of April 14, 2014, commensurate with the scheduled appointment date of the new County Librarian. CONSEQUENCE OF NEGATIVE ACTION: Disapproval of the recommendation will likely increase the difficulty of attracting and retaining high-quality candidates to the County Librarian position. CHILDREN'S IMPACT STATEMENT: No impact. ATTACHMENTS Resolution No. 2014/9
