APPOINT Joshua Westbrook to Business Seat #6 on the Workforce Development Board, with a term expiring on
June 30, 2014 as recommended by the Family and Human Services Committee.

BACKGROUND:
The Workforce Development Board was created on pursuant to the Federal Workforce Investment Act of 1998 and
has the responsibility for overall workforce investment policy, mandated workforce investment policy and oversight
of the One-Stop Career Center system.
Workforce Development Board membership is specified in law and includes many of the members of the Workforce
Development Advisory Panel. (45) SEATS: Business Members (23), Education Members (3), Labor (7),
Community-Based Members (3), Economic Development Members (2), One-Stop Mandated Partners, Ex-Officio
(8).

This memo brings forth the recommendation for appointment of the following individual to the
Workforce Development Board of Contra Costa County:
Joshua Westbrook to fill Business Seat #6.
A. BACKGROUND AND DISCUSSION
The Workforce Investment Act (WIA) calls for a business majority and our board continues to recruit key
leadership to fill these positions. Other seats on our Board include mandated partners under the WIA:
labor, community-based organizations, education, and economic development seats.
As part of the WDB 2010-2013 strategic plan, the Board set as one of its priorities the strengthening
of a diverse, active, and full board. Filling present vacancies is an essential step in this process, and has
only become more critical in light of recent legislative and policy efforts to focus more explicitly on the
efficacy of local workforce boards.
B. CURRENT SITUATION
With the recommendations above, the Board will still have three (3) vacant business seats. Staff and
board members continue to seek appropriate candidates for these positions and hopes to fill them soon;
it is anticipated that a few additional business member applications will materialize between now and
the early spring of 2014.
As the Executive Committee knows from previous discussions, filling vacant board seats has taken on
additional urgency given a monitoring finding from the Employment Development Department (EDD)
Compliance Review Office (CRO) that the WDB does not have a business majority and has yet to fill all
of its business seats. Moreover, filling all seats on our board is an important criterion in how our board
will continued to be viewed by the CWIB as part of continued recertification and potential “high-
performing” designation.
C. RECOMMENDATION
Recommend the appointment of Joshua Westbrook to WDB Business Seat #6 to the Family & Human
Services (FHS) Committee of the Contra Costa County Board of Supervisors.
D. SCHEDULE
Action on this item will result in applicant review by the FHS Committee of the Board of Supervisors on
their next available agenda. Pending approval of the FHS committee, final appointment will then be
made at the subsequent Board of Supervisors’ meeting.
