INTRODUCE Ordinance No. 2014-13 to exempt from the Merit System the classifications of Chief Deputy Director,
Deputy Director-Workforce Services, and the Assistant Director-Policy & Planning in the Employment and Human
Services Department, waive reading, and fix April 1, 2014 for adoption.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
The Employment and Human Services Department (EHS) requested to establish and exempt from the Merit System
the following (3) new executive management classifications: 1) Chief Deputy Director; 2)Deputy Director -
Workforce Services; and 3) Assistant Director – Policy and Planning.
Employment and Human Services Department has gone through years of State and Federal program changes and
growth, including the addition of the Contra Costa County Covered California Call Center and Health Care Reform in
2013. The EHS Director conducted an extensive managerial review, and has determined the need for additional
management level staff to oversee the administration and financial operations pertaining to services, systems,
structures, and controls. The additional executive managerial positions will be responsible for the operational
oversight and will have high--echelon administrative responsibilities to meet the department's mandates, and ensure
maximum responsiveness and compliance to new and changes in program policy impacting the delivery of human
services to the general public.

BACKGROUND: (CONT'D)
The Chief Deputy Director will be the Second in Command, reporting directly to the EHS Director. Primary
responsibilities will include developing Department wide policy and priorities goals and objectives for
administrative and financial operations, oversight in areas specified by the Director pertaining to services,
structures, and controls and reporting systems for the continuity of effective and efficient delivery of human
services, the development of programs and special projects, and will have the authority to act in the absence of the
Director.
Currently, the administrative and financial operational oversight for the benefit assistance, Welfare-to-Work,
Contra Costa County Covered California Call Center and Health Care Reform programs rest entirely with the
Workforce Services Director. The Deputy Director-Workforce Services will be responsible for providing the
needed administrative and managerial assistance to the Workforce Services Director in order to maintain
efficiency and accountability
The Assistant Director-Policy and Planning, reporting directly to the EHS Director, will be responsible for the
oversight and direction for department-wide policy and planning functions, including strategic planning, program
policy development, data analysis and reporting, research, program evaluation, project management, legislative
analysis, community relations, public information, grants coordination, and special projects.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Employment and Human Services Department will be unable to ensure
maximum responsiveness of the delivery of human services to the general public.

The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION I: Section 33-5.387 of the County Ordinance Code is amended to exclude from the
merit system the new classifications of Chief Deputy Director-exempt, Deputy Director-
Workforce Services-exempt, and Assistant Director-Policy and Planning-exempt to read:
33-5.387 Employment and human services.
(a)The employment and human services department director-exempt is excluded
and is appointed by the board of supervisors. The employment and human
services department director is the statutory county welfare director.
(b)The chief deputy director-exempt is excluded and is appointed by the
employment and human services department director.
(c)The workforce investment board executive director-exempt is excluded and is
appointed by the employment and human services department director.
(d)The workforce services director-exempt is excluded and is appointed by the
employment and human services department director.
(e)The deputy director-workforce services-exempt is excluded and is appointed by
the employment and human services department director.
(f)The aging and adult services director-exempt is excluded and is appointed by the
employment and human services department director.
(g)The children and family services director-exempt is excluded and is appointed by
the employment and human services department director.
(h)The employment and human services director of administration-exempt is
excluded and is appointed by the employment and human services department
director.
(i)The social service public information officer-exempt is excluded and is appointed
by the employment and human services department director.
(j)The assistant director-policy and planning-exempt is excluded and is appointed
by the employment and human services department director.
