County Project No.: 0662-6R4022, DCD-CP#14-07, (District V) DETERMINE the project is a California Environmental Quality Act (CEQA), Class 1c Categorical Exemption, pursuant to Article 19, Section 15301 of the CEQA Guidelines; and DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk; and AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption. FISCAL IMPACT: 68% Local Road Funds, 32% Community Development Block Grant Funds. BACKGROUND: The purpose of the project is to improve accessibility consistent with the Americans with Disabilities Act (ADA) by installing 5 new curb ramps and closing a 50 foot gap of sidewalk along Clearland Drive between the Delta De Anza Regional Trial and Beverly Drive in Bay Point. The project will provide access for mobility-impaired users, which does not currently exist due to the lack of curb ramps. The proposed project would provide ADA access along both sides of Clearland Drive from the housing development on the south end of Clearland Drive to the bus stop near the intersection of Clearland Drive and Willow Pass Road. Clearland Drive is a residential north-south collector in Bay Point that provides access for both motorists and pedestrians to Willow Pass Road where the local businesses, churches, and bus stops are located. The project will construct a total of 5 curb ramps and approximately 50 feet of sidewalk, and repair a segment of curb and gutter (approximately 10 feet) on Clearland Drive between the Delta De Anza Regional Trail and Beverly Drive. The County will be working with the East Bay Municipal Utility District (EBMUD) to access their property to install a segment of the project; this section is along the Delta De Anza Regional Trail which the East Bay Regional Park District (EBRPD) leases from EBMUD. Some grading work may be necessary near the installation of the sidewalk section to prevent undermining of the new sidewalk. The project will maintain the existing drainage pattern. Appropriate Best Management Practices (BMPs) will be implemented to protect storm drain inlets. Utility adjustments or relocation may be necessary in support of the project. No tree removal will be necessary. Tree and shrubbery trimming may be necessary throughout the project area. In order to minimize damage to trees, any roots exposed during construction activities will be clean cut. One lane will be open during construction activities. Emergency vehicles will have access at all times. Real Property transactions, including right-of-way acquisition, may be necessary in support of this project. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project may result in a delay of design, construction, and may jeopardize funding. CHILDREN'S IMPACT STATEMENT: Not applicable. ATTACHMENTS CEQA
