FISCAL IMPACT: None BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday of December. The attached reports fulfill this requirement for the Alamo Municipal Advisory Council (AMAC). Subcommittees: Parks and Recreation – David Barclay, Ed Best, Steve Mick AOB Subcommittee for downtown – David Barclay, David Bowlby, Susan Rock, Anne Struthers AOB Subcommittee for Schools – Ed Best, Steve Mick, Susan Rock Land Use – David Barclay, David Bowlby, Michael McDonald Staff Support: Steve Dexter, Gayle Israel, Donna Maxwell, Activities and Accomplishments  Reviewed and provided recommendations for a variety of land use applications in Alamo.  Reviewed and provided recommendations regarding proposed budgets for CSA R -7A, and Landscape and Lighting Zones 36, 45, and 54.  Provided oversight and recommendations regarding CSA R-7A recreational programming (music in the park, and movie nights).  Reviewed options for the development of recreation programs for Alamo residents.  Explored the possibility of a joint project with East Bay Regional Parks for the development of the Westminister Retreat property for park purposes.  Held public meetings including a Special Meeting to receive public input and provide recommendations regarding projects to be included in the County AOB/CRIPP list for the Alamo area.  Formed a subcommittee to develop specific AOB projects aimed at improving pedestrian safety in and around the Alamo elementary schools.  Via the AOB Subcommittee for schools, recommended installation of a traffic signal at the intersection of Wilson Road and Livorna Road to improve pedestrian safety at the Alamo Elementary School. A final recommendation will depend upon consideration of potential downtown AOB related improvements and decisions regarding spending levels and priorities.  Formed a subcommittee to explore and develop specific AOB projects to improve traffic and pedestrian safety on Danville Boulevard in the downtown area.  Worked with the Alamo Police Services Advisory Committee to install speed feedback signs at both ends of the downtown area on Danville Boulevard.  Worked with County Public Works to restrict parking on West Stone Valley Road next to the Iron Horse Trail due to visibility and safety concerns.  Received a report from County Public Works staff on the Stone Valley Road Gap Closure project and recommended against the addition of a left turn lane onto Smith Road.  Through County Public Works, finalized improvements to the Livorna Park sports court .  Recommended approval of plans to convert the sand volley ball court at Livorna Park to two Bocce Ball courts and to apply to the East Bay Regional Park District for Measure WW funds for the project.  Received a report on sidewalk damage along Danville Boulevard due to Boulevard of Trees roots and agreed to consider repair work during the Zone 36 budget discussions.  Heard presentations pertaining to the new fire station; the future development of the Ball property at the end of Camille Avenue; Iron Horse Trail encroachment, easements, licenses, pipeline safety issues, and the potential for additional amenities on the Trail; and the I-680 Express Lanes project.  Developed a working relationship with the AIA through periodic in person meetings between AIA leadership and the MAC Chair. Work Plan and Objectives for 2014  Monitor and make recommendations regarding proposed expenditures by CSA R -7A and the lighting and landscaping districts.  Proceed with a phased sidewalk improvement and tree protection program on Danville Boulevard with Zone 36 funds as available.  Through the two AOB subcommittees mentioned above, identify specific projects for the use of AOB funds for downtown and school pedestrian safety, hold public meetings to receive input from the community on the proposed projects, establish priorities for use of the AOB funds, and identify additional funding possibilities for the proposed projects.  Work with the Alamo Police Services Advisory Committee to complete the installation of traffic speed feedback signs on both ends of downtown on Danville Boulevard .  Proceed with the conversion of the sand volley ball court at Livorna Park to two bocce ball courts, including an application for Measure WW funds for the project.  Continue to provide limited recreation programming in the form of movie night at Livorna Park and the Summer Concert Series at Livorna Park.  Through the Parks and Recreation Subcommittee, evaluate options for providing additional recreational programming for Alamo residents, including the possibility of hiring part time staff or outsourcing the staffing function to Danville or Walnut Creek.  Through the Parks and Recreation subcommittee, continue the search for additional park sites for Alamo.  Evaluate and develop recommendations for land-use applications that come before the MAC to ensure compliance with code requirements and consistency with the community of Alamo.
