HomeMy WebLinkAboutMINUTES - 03112014 - C.39RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Sheriff-Coroner Emergency Services Division, a purchase order with Motorola in the amount of $145,000 to purchase new portable radios to be used in mutual aid deployments and disaster operations. FISCAL IMPACT: $145,000 2012 Homeland Security grant program funding (project J). BACKGROUND: The FY12 State Homeland Security Grant Program is a State administered, federally funded grant program in which all Operational Areas in California participate. The State Homeland Security Grant Program supports the implementation of State Homeland Security strategies to address the identified planning, organization, equipment, training and exercise needs to prevent, protect against, mitigate, respond to and recover from acts of terrorism and other catastrophic events. In FY12, the Contra Costa Operational Area received $852,514 in funding. Livingston, Sheriff-Coroner Date:March 11, 2014 Contra Costa County Subject:Purchaase Order - Motorola BACKGROUND: (CONT'D) grant funds allocated to Contra Costa County. The Approval Authority analyzed a variety of grant requests and prioritized these projects to meet the overall operational needs of Contra Costa County. One project, Project J, in the FY12 grant program that received prioritization, was to add 800mhz P25 cache portable radios to Op Area. The Contra Costa Approval Authority authorized a total of $150,000 from this grant year to fund the purchase of these portables. The Cal OES grants program, which oversees the whole grant program, authorized this project to be funded for Contra Costa County. These radios will be part of the Op Area radio cache and used for large scale mutual aid deployments. In addition, they will be available to Contra Costa first responder agencies who need additional portable radios during critical events. These radios will be replacing current OES Op Area cache radios that are over 10 years old. These radios are legacy VHF band radios and currently cannot talk on the East Bay Radio Communications System (EBRCS) 800mhz system. The purchase of new radios will allow for full interoperability with the current radio system, which can not be accomplished with the current cache. CONSEQUENCE OF NEGATIVE ACTION: The Sheriff's Office will not be authorized to purchase the radios. CHILDREN'S IMPACT STATEMENT: No impact.
