HomeMy WebLinkAboutMINUTES - 03112014 - C.11RECOMMENDATION(S): APPROVE and AUTHORIZE the Fire Chief, or designee, of the Contra Costa County Fire Protection District to accept a 2013 Staffing for Adequate Fire and Emergency Response (SAFER) grant through the Federal Emergency Management Agency (FEMA) Department of Homeland Security in the amount of $9,571,500 for the period May 16, 2014 through May 15, 2016. FISCAL IMPACT: $9,571,500, 100% Federal. No District match required. BACKGROUND: On February 21, 2014, the Contra Costa County Fire Protection District (District) was awarded a 2013 SAFER grant through FEMA/DHS in the amount of $9,571,500. Although the specific deployment of these positions has not yet been determined, the SAFER grant would fund 27 firefighter positions for a period of two years. Awards made under the "Hiring of Firefighters" Category require the support of the governing body prior to acceptance. Within thirty (30) days from the date of notification of award, the District must accept or decline the grant award. During the grant period of performance, which is May 16, 2014 to May 15, 2016, the District must maintain the total number of filled firefighter positions as of the date of award and, additionally, the 27 SAFER-funded firefighter positions. The District cannot lay off firefighters during the period of performance and vacancies that arise through attrition -- such as openings created by retiring firefighters -- must be filled within a reasonable period of time. There is no grantee match requirement. CONSEQUENCE OF NEGATIVE ACTION: The Contra Costa County Fire Protection District will not accept this federal staffing grant. CHILDREN'S IMPACT STATEMENT: N/A
