APPROVE and AUTHORIZE the Chair, Board of Supervisors, to execute Master Cooperative Agreement No.
24C.06 between the Contra Costa Transportation Authority (CCTA) and Contra Costa County (County) for project
funding through Measure J, Countywide.
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Measure J was approved by County voters in November 2004 as an extension of Measure C. Measure J extended the
½-cent sales tax for transportation projects within the County. The Measure started on April 1, 2009 and will be in
effect through March 31, 2034.
The Measure J program is administered by CCTA. CCTA recently approved the 2013 Measure J Strategic Plan. The
plan contains a “Program of Projects” that lists projects intended to be funded through Measure J. The County is the
project sponsor for several projects listed under the “Major Streets: Traffic Flow, Safety, & Capacity Improvements”
funding category. One of the projects listed is the Kirker Pass Road Truck Lanes (Northbound) Project (County
Project No. 0662-6R4052). The Public Works Department

Measure J funding.
BACKGROUND: (CONT'D)
has requested funding allocation of Measure J funds to begin the environmental process and design of the project.
Since this is the first project for which the County has requested Measure J funds, funding allocation requires the
execution of a Master Cooperative Agreement for all Measure J projects. With approval of the Master
Cooperative Agreement, subsequent funding resolutions will be approved by CCTA for each project
appropriation. The Master Cooperative Agreement will be the underlying agreement for the County to receive any
future Measure J funding.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the agreement will eliminate a potential funding source.
