Health Services Director CWIa DATE' January 13, 1986 coirty SUBJECT: Authorization to Submit 1985-86 Annual Short-Doyle Mental Health Plan (Parts A and B) to the State Department of Mental Health SPECIFIC REQUEST(S) OR RECOMMENDATION S) 8e BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve the 1985-86 Annual Short-Doyle Mental Health Plan, Parts A and B, as submitted by the Alcohol/Drug Abuse/Mental Health Division of the Health Services Department and authorize submission of the Short-Doyle Mental Health Plan to the State Department of Mental Health by the Health Services Director. II. FINANCIAL IMPACT: Board approval and submission of the 1985-86 Short-Doyle Mental Health Plan will not have a direct impact on County expenditures. However, failure to approve and submit the Short-Doyle Plan to the State Department of Mental Health will result in the State withholding Short-Doyle allocation for Mental Health until such time as the plan is received and approved by the State. III. REASON FOR RECOMMENDATION/BACKGROUND: Board of Supervisors' approval of the 1985-86 Annual Short-Doyle Plan, Parts A and B, is required by Welfare and Institutions Code (Section 5650) in order for the County's mental health programs to receive State funds for this Fiscal Year. Board approval of the Annual Plan is also required under the Mental Health Initiative of 1984 (AB 2381) . The Board of Supervisors approved and authorized submission of the Short-Doyle Multi-year Base Plan, Part B on June 25, 1985. Part A of the 1985-86 Annual Plan provides summary budget information for F.Y. 1985-86 including a project budget summary, distribution of program costs by age group and a budget distribution of augmentation/equity dollars. Part B of the 1985-86 Annual Plan provides detail information regarding mental health program administration and`treatment services and, includes an executive summary which describes programmatic changes from F.Y. 1984-85 as well as major issues confronting the mental health system in Contra Costa County. It is also required that the County's Mental Health Advisory Board review the Annual Plan and approve procedures to insure citizen and professional involvement in the planning process. The Mental Health Advisory Board has been involved in all phases of Annual Plan development and is expected to approve submission of Parts A and B to the Board of Supervisors and the State Department of Mental Health at its January 23rd meeting. Documentation of Mental Health Advisory Board approval of the 1985-86 Annual Short-Doyle Plan, Parts A and B, will be provided to the Board of Supervisors prior to the requested date for Board action. IV. CONSEQUENCES OF NEGATIVE ACTION: Failure to endorse and authorize submission of this Plan will result in the State witholding Short-Doyle funding for the County's mental health programs. Any significant delay will create serious cash flow and revenue problems for the Health Services Department.
