SUBJECT: Approval of Contract Amendment Agreement 424-297-13 with California Health
Associates, Inc.
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute, on behalf of the County, Contract
Amendment Agreement #24-297-13 with California Health Associates, Inc. effective
January 28, 1986 to amend Contract 424-297-11 (effective July 1, 1984) for the con-
tinued provision of methadone clinic services through February 28, 1986 and to
increase the extension period payment limit by $44,036 for an eight-month extension
period payment limit of $343,036 from July 1, 1985 through February 28, 1986.
II. FINANCIAL IMPACT:
This contract is funded with approximately 45.8% Federal Block Grant and Medi-Cal
funds, 51.7% State Drug Program funds, and 2.5% County matching funds. The
contract payment limit is fully funded in the Deparment's FY 85-86 Budget .
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On April 9, 1985 the Board approved Contract 424-297-11 with California Health
Associates, Inc. for methadone clinic services, including an automatic six-month
contract extension from July 1, 1985 through December 31, 1985. On December 3, 1985
the Board approved extending the contract through January 31, 1986. The purpose of
Contract Amendment Agreement #24-297-13 is to extend the contract for one addi-
tional month to permit additional time to complete the details of final nego-
tiations for renewal of the FY 1985-86 Novation Contract.
Outpatient methadone maintenance has been a treatment option for opiate addicts in
Contra Costa County since 1972. The value of outpatient methadone treatment in the
maintenance and treatment of opiate addicts is well documented. Outpatient metha-
done maintenance services were contracted to California Health Associates, Inc. in
FY 1982-83. This contract has proved to be cost effective, and the levels of ser-
vice adequate.
This document has been approved by the Department's Contracts and Grants
Administrator in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
