ACCEPT status update from Supervisors Andersen and Mitchoff on the franchise agreement for hauling and
recycling contracts currently under consideration by the Central Contra Costa Solid Waste Authority (CCCSWA).
FISCAL IMPACT:
Transfer station/landfill fees of the CCCSWA currently provide the County an estimated $1 million in revenue
annually through the Martinez Transfer Station and Keller Canyon Landfill. Depending on the service provider
selected for the new 10-year franchise agreements, the County stands to lose this revenue on which the County
General Fund relies and, most directly, the following departments and programs: Public Works, Conservation and
Development, Health Services, Employment and Human Services, Human Resources, County Administrator and the
Keller Canyon Mitigation Fund.
BACKGROUND:
The CCCSWA is composed of the cities/towns of Danville, Lafayette, Moraga, Orinda, Walnut Creek, and the
unincorporated areas of central Contra Costa County. Supervisors Andersen and Mitchoff represent the Board of
Supervisors at the CCCSWA.
CCCSWA is considering awarding new franchise agreements for garbage disposal and recycling efforts at its
meeting on February 27, 2014. It is, therefore, appropriate, to bring this matter to the full Board of Supervisors for a
discussion of the various responses to the Request for Proposals. More information about the proposals under
