Spooner, Contracts AdministratorGWIa DATE: January 16, 1986 couqy SUBJECT: Approval of Standard Agreement #29-442 with State Department of Mental Health for Assessment of Special Education Pupils SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute, on behalf of the County, Standard Agreement #29-442 with State Department of Mental Health (State #85-76138) in the amount of $57,098 for the period March 1, 1986 - August 31, 1986 for assessment of special education pupils to determine the mental health treatment needs of han- dicapped children referred to the local mental health program through the public schools. . II. FINANCIAL IMPACT: Approval of this agreement by the State will result in $57,098 of State funding for this 100% State-funded project . No County match is required. An appropriation adjustment will be needed, after approval by the State, to add the State funding to the department budget. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Chapter 1274, Statutes of 1985 (AB 882) appropriated $1.6 million from the State General Fund to the State Department of Mental Health, on a one-time basis, for conducting assessments and participating in the development of individualized edu- cation programs for the purpose of determining the mental health treatment needs of handicapped children referred to the local mental health program through the public schools. The attached contract provides $57,098 of State funding for assessments in Contra Costa County. All pupils referred by the schools will be assessed. If the initial State funding is expended before June 30, 1986, the State will provide additional funds through a contract amendment. Following Board approval of the State agreement, the Health Services Department (Alcohol/Drug Abuse/Mental Health Division) will initiate personnel actions to hire three to five temporary Mental Health Treatment Specialists or project staff to conduct the needed mental health assessments. This contract has been approved as to legal form by County Counsel's Office. The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Mental Health.
