Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-443-3 with Ujima Family Recovery Services, a non-profit corporation, in an amount not to exceed
$444,000, to provide trauma therapy, case management, and assessment services for SAMHWorks Clients for the
period from July 1, 2013 through June 30, 2014. This Contract includes a six-month automatic extension through
December 31, 2014, in an amount not to exceed $222,000.
FISCAL IMPACT:
This Contract is funded 68% by CalWORKS Alcohol and Other Drugs Services and 32% by CalWORKs Mental
Health. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing mental health and substance abuse
assessment and referral services as well as trauma therapy and case management services for SAMHWorks Clients.

Subject:Novation Contract #74-443-3 with Ujima Family Recovery Services
BACKGROUND: (CONT'D)
On June 5, 2012, the Board of Supervisors approved Contract #74-443 (as amended by Contract Amendment
Agreements #74-443-1 and #74-443-2) with Ujima Family Recovery Services for the provision of assessment and
treatment services to SAMHWorks clients, for the period March 5, 2012 through June 30, 2013, which included a
six-month automatic extension through December 31, 2013.
Approval of Novation Contract #74-443-3 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services, including trauma therapy and case management through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s SAMHWorks Clients will not have access to Contractor’s treatment,
assessment services, and counseling programs necessary for successful participation in the SAMHWorks program.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
