APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment No. 1 of the
Consulting Services Agreement (CSA) with Quincy Engineering, Inc., effective February 4, 2014, to increase the
payment limit by $15,000 to a new payment limit of $258,000, for design services for the Marsh Creek Detention
Facility Bridge Replacement Project, Clayton area.
FISCAL IMPACT:
80% Federal Highway Bridge Program Funds and 20% General Fund.
BACKGROUND:
The Marsh Creek Detention Facility Bridge has a Caltrans Sufficiency Rating of 22 and is considered structurally
deficient. A bridge with a Sufficiency Rating less than 50 is eligible for federal funds to replace the bridge under the
Highway Bridge Program (HBP) and the County has received approval for this bridge to be included in the HBP.
Federal HBP funds will provide the majority of the funding for the bridge design services, with County general funds
providing the local match. The County has successfully negotiated with Quincy Engineering, Inc. to provide

On May 18, 2010, the Board of Supervisors approved the Consulting Services Agreement for design services for the
Marsh Creek Detention Facility Bridge Replacement Project with Quincy Engineering, Inc.
Proposed Amendment No. 1 will amend payment limits in order to provide additional design services.
CONSEQUENCE OF NEGATIVE ACTION:
The project would be delayed a year and Federal funds would be in jeapardy.
