M347 6/82 Contra Costa County January 1986 DEPUTY DIRECTOR COMMUNITY DEVELOPMENT - CURRENT PLANNING DEFINITION: The Deputy Director-Current Planning administers the Current Planning Division of the Community Development Department; is responsible through subordinate staff for the purpose of all private land development applications within the unincorporated portions of the County and for the formulation, implementation and modification of specific plans in accordance with the County General Plan, and presents and justifies County planning recommendations to advisory commissions, governing bodies and community groups. DISTINGUISHING CHARACTERISTICS: This single position class, reporting to the Director of Community Development, is characterized by administrative responsibility for determining and implementing Current Planning Division policies and operations and by the degree of independent judgment and accountability exercised in establishing land use planning programs and priorities within guidelines established by law, regulation, code and County policy. This class is distinguished from Transportation Planning Manager in that the incumbent of the latter class exercises administrative responsibility for specialized transportation and advance transportation planning functions. TYPICAL TASKS: - Develops, administers and coordinates overall current planning policy and guidelines to maintain orderly growth patterns within the unincorporated areas of the County; - Directs technical studies, surveys and investigations to evaluate exist- ing land use programs, to initiate actions for improvement, to prepare and maintain sub-area plans in conjunction with advance planning and redevelop- ment activities, to assess environmental impact, and to determine appropriate specific plans for land use development; - Serves as the chief representative to the County Planning Commission providing professional counsel in the formulation of general policy, the preparation of staff reports, and the execution of Commission directives; acts as liaison be- tween the County Planning Commission, other sub-area planning commissions and the Board of Supervisors; - Serves as the County Zoning Administrator in conducting public hearings and arbitrating cases related to zoning ordinances, use permits, applications, and variances; - Establishes on-going project and work program priorities and procedures in- dependently within general paramenters defined by the Director of Community Development and in response to changing community needs; x - Coordinates planning functions with other County departments, other govern- mental jurisdictions and private developers and works cooperatively with local city governments to promote a uniform, comprehensive approach to land use planning and common problem resolution; - Selects, assigns, promotes and directs division personnel; participates in the training, development, evaluation and discipline of subordinate staff as needed; delineates lines of authority, delegates responsibility and defines work per- formance objectives; and administers contracts for services performed by out- side consulting firms; - Reviews and analyzes all existing and proposed codes, laws and regulations affecting planning and recommends/implements changes as needed; acts as the focal point in the analysis, development and/or implementation of new legis- lation; - Prepares or directs the preparation of reports, memoranda and correspondence concerning planning programs, objectives and/or recommendations - Makes or directs subordinates in making presentations before the Board of Supervisors, community groups, planning commissions and other decision-making bodies or public interest groups; interprets and explains agency policy and procedures to and works with these groups to promote support for current planning programs; - Prepares the division budget for review and approval by the Director of Community Development and the Board of Supervisors; - Performs other related duties as assigned. MINIMUM REQUIREMENTS: Education: Possession of a baccalaureate degree from an accredited college or university with a major in city or regional planning, urban geography, architecture, civil ' engineering, environmental sciences, public/business administration, or a related field. Experience: Five years full time or its equivalent of increasingly responsible professional level experience in environmental or land use planning fora public agency including two years of supervisory, lead project, or administrative experience. Subsitution: A Master's degree in urban planning or a closely related field may be substituted for one year of the general planning experience. KNOWLEDGES, SKILLS AND ABILITIES: Thorough knowledge of principles, practices, objectives and procedures of modern urban and regional planning, zoning and design; Federal , state and local laws relating to planning processes, land development, zoning and land use. General knowledge of principles and practices of public administration, personnel management and govern- mental and private agency land use planning; Ability to plan, organize and direct the activities of a comprehensive and diverse planning program; Coordinate planning functions with other County functions, local city ,governments, and other regional planning entities; Direct, coordinate and supervise staff work through subordinate levels of supervision; Perpare clear, concise written reports and other narrative materials; Identify and define specific problems; interpret and evaluate data; apply complex regulations, laws, policies and guidelines; consider alternatives; reach logical conclusions; and assess potential consequences; Communicate effectively with others individually, in working groups and in formal public settings; speak knowledgeably and articulately on complex and/or sensitive County planning issues; Establish and maintain positive working relationships with others, especially in sensitive contacts with representatives of other governmental agencies and citizen groups; Utilize tact, persuasion and leadership effectively in difficult or stress- ful situations; Establish division goals, objectives and priorities; develop specific pro- gram plans, forecast probable program changes, and determine methods for program adjustments; Promote public interest in and understanding of County planning objectives and programs; Sensitivity to and an awareness of the physical , sociological , environmental , and economic principles which govern the formation and application of land use plans and planning policies.
