ADOPT Position Resolution No. 21416 adding one (1) Account Clerk Supervisor(JDHD) position ($3,906-$4,988)
and cancelling vacant Clerical Supervisor (JWHF) position #9149 ($3,717-$4,747)in the Contra Costa Health Plan
division of the Health Services Department (Represented).
FISCAL IMPACT:
The additional cost associated with this action will be $4,250.01 annually with benefits. The cost of this action will
be offset by the Contra Costa Health Plan member premiums.
BACKGROUND:
Contra Costa Health Plan Claims unit has both clerical and accounting staff. The role of supervising the staff has
grown exponentially in the past five years with changes in health care claims and reimbursement regulations. The
number of accounting staff in the unit has increased tremendously while the clerical staff numbers have only slightly
increased. It is critical for the overall function of the claims unit that both supervisors in the unit can supervise
accounting staff as well as clerical staff and fully understand both functions in the unit. CCHP needs to have both
supervisors in the unit with background and training that is more technical including claims/accounting supervision.

CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, Contra Costa Health Plan will struggle to maintain the proper oversight in its Claims
unit. Without the proper supervisory structure, the unit will have difficulties keeping up with the continued
changes in health care claims and reimbursement regulations.
