APPROVE and AUTHORIZE the County Probation Officer, or designee, to execute a contract with the National
Council on Crime and Delinquency (NCCD) in the amount of $140,000 to provide evaluation and assessment of the
County's Smart Probation program for the period of October 1, 2013 through September 30, 2016.
FISCAL IMPACT:
100% Federal Grant Funded. Funds for evaluation services are received from the "Smart Probation: Reducing Prison
Populations, Saving Money, and Creating Safer Communities" grant awarded by the Department of Justice. No
General Funds will be used.
BACKGROUND:
Effective October 1, 2013, the Contra Costa County Probation was awarded the FY2013 "Smart Probation: Reducing
Prison Populations, Saving Money, and Creating Safer Communities" grant. The budget included funds for NCCD to
provide evaluation and performance assessment.

recidivism. Funds will increase capacity within the Probation Department to implement evidence-based practices that
target high-risk probationers by developing and promoting the integration of probation supervision strategies and
tools to facilitate effective reentry, expand options for access to health care upon re-entry, and evaluate the results of
new strategies and tools tested through this initiative. Additionally, data gathered will be used to evaluate and
validate delivery of probation services and improve customer service.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa County Probation will not be able to evaluate the effectiveness of the Smart Probation grant program.
