HomeMy WebLinkAboutMINUTES - 01142014 - C.61RECOMMENDATION(S): ACCEPT the recommendation from the County Administrator to include $3,000 to the District Office's budgets for each Municipal Advisory Council (MAC) within the district’s boundaries, in the Fiscal Year 2014-15 Recommended Budget. FISCAL IMPACT: This plan includes $3,000 per MAC, which will result in an annual cost of $36,000. (100% General Fund) BACKGROUND: California Government Code Section 25213 authorizes a county service area to provide governmental services and facilities within the county area, including funding for the services of a municipal advisory council. On December 18, 2008 alterations were made to the County’s MAC policies and boundaries to improve the consistency in composition, power and operations. Included in these policies was the recommendation for the County to provide financial support for MAC operations when the County budget situation allows for General Fund support. It was recommended that each District Office be provided $3,000 annually per MAC. District Offices will administer MAC budgets within their district boundaries. The attached table lists each District Office with details of each MAC and the funding that will be included in the Fiscal Year 2014-15 Recommended Budget to support MAC operations. MAC funding will be restricted to the following uses: meeting rental space, clerical support, telephone expenses, post office box expenses, postage, print and mail services, and community meeting expenses. Funding may not be expended on other items not directly related to the functions and activities specified in the Board-approved annual work plan. Even though funding will be provided, MACs are encouraged to seek and apply for funding from other non-County sources to supplement their budget. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the MACs will not receive County funds to support their operations. CHILDREN'S IMPACT STATEMENT: Not applicable. III Bethel Island Municipal Advisory Council $3,000 100300 1134 Advise the Board of Supervisors on land use, planning matters, and zoning affecting the community of Bethel Island. Represent the Bethel Island community before the Board of Supervisors, the East County Regional Planning Commission, and the Zoning Administrator on such issues as land use, planning, and zoning. Byron Municipal Advisory Council $3,000 100300 1128 Advise the Board of Supervisors on land issues and planning matters affecting the community of Byron. Represent the Bryon community before the Board of Supervisors, the East County Regional Planning Commission, and the Zoning Administrator on such issues as land use, planning, and zoning.
