ACCEPT the recommendation from the County Administrator to include $3,000 to the District Office's budgets for
each Municipal Advisory Council (MAC) within the district’s boundaries, in the Fiscal Year 2014-15 Recommended
Budget.
FISCAL IMPACT:
This plan includes $3,000 per MAC, which will result in an annual cost of $36,000. (100% General Fund)
BACKGROUND:
California Government Code Section 25213 authorizes a county service area to provide governmental services and
facilities within the county area, including funding for the services of a municipal advisory council. On December
18, 2008 alterations were made to the County’s MAC policies and boundaries to improve the consistency in
composition, power and operations. Included in these policies was the recommendation for the County to provide
financial support for MAC operations when the County budget situation allows for General Fund support. It was
recommended that each District Office be provided $3,000 annually per MAC.

Subject:Municipal Advisory Council Funding Recommendation
BACKGROUND: (CONT'D)
To support the efforts of Contra Costa County’s MACs, the County Administrator plans to include $3,000 for
each MAC in the Fiscal Year 2014-15 Recommended Budget.
District Offices will administer MAC budgets within their district boundaries. The attached table lists each
District Office with details of each MAC and the funding that will be included in the Fiscal Year 2014-15
Recommended Budget to support MAC operations.
MAC funding will be restricted to the following uses: meeting rental space, clerical support, telephone expenses,
post office box expenses, postage, print and mail services, and community meeting expenses. Funding may not be
expended on other items not directly related to the functions and activities specified in the Board-approved annual
work plan.
Even though funding will be provided, MACs are encouraged to seek and apply for funding from other
non-County sources to supplement their budget.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the MACs will not receive County funds to support their operations.

Chair Mitchoff expressed concern about whether it may be too soon for this action given the continuing
financial issues facing the County ACCEPTED the recommendation from the County Administrator to include
$3,000 to the District Office's budgets for each Municipal Advisory Council (MAC) within the district’s
boundaries, in the Fiscal Year 2014-15 Recommended Budget; and DIRECTED the MAC provide a financial
report included in its annual report to the Board.

Zoning Administrator, and the County Board of Supervisors on items such as land use, planning, and zoning matters.
North Richmond Municipal Advisory
Council
$3,000 100300 1119 Advise the Board of Supervisors on services which are or may be provided to the North Richmond community by the County or other local governmental agencies
including, but not limited to, public health, safety, welfare, public works, and planning, and the feasibility of organizing the existing special districts serving the North
Richmond community in order to more efficiently provide public services.

Alamo Municipal Advisory Council $3,000 N/A N/A Advise the District II Supervisor and the Board of Supervisors on issues and concerns related to services provided by the County or other local agencies located within
its boundary. This shall include, but not be limited to, parks and recreation, lighting and landscaping, land use and code enforcement, public safety, transportation,
and other infrastructure.

Bethel Island Municipal Advisory Council $3,000 100300 1134 Advise the Board of Supervisors on land use, planning matters, and zoning affecting the community of Bethel Island. Represent the Bethel Island community before
the Board of Supervisors, the East County Regional Planning Commission, and the Zoning Administrator on such issues as land use, planning, and zoning.
Byron Municipal Advisory Council $3,000 100300 1128 Advise the Board of Supervisors on land issues and planning matters affecting the community of Byron. Represent the Bryon community before the Board of
Supervisors, the East County Regional Planning Commission, and the Zoning Administrator on such issues as land use, planning, and zoning.
Diablo Municipal Advisory Council $3,000 100300 1129 Advise the Board of Supervisors on discretionary land use matters affecting the Diablo community area, such as land use designations, general plan amendments,
environmental impact reports, negative declarations, zoning variance applications, and building permit applications for additions or remodeling projects which
would affect the exterior dimensions of the residence and for which noticed public hearings are required or could be required by the County's Planning Agency.

Council

Centre community, such as land use designations, General Plan amendments, environmental impact reports, negative declarations, rezonings, land use permits,
preliminary and final development plans, and variances.

Bay Point Municipal Advisory Council $3,000 100300 1118 Advise the Board of Supervisors on services which are or may be provided to the Bay Point community by the County or other local government agencies. Services
include, but are not limited to public health, safety, welfare, public works, planning, and the feasibility of organizing the existing special districts serving the Bay Point
community in order to more efficiently provide public services.
Pacheco Municipal Advisory Council $3,000 100300 1133 Advise the Board of Supervisors on services which are or may be provided to the community by the County or other government agencies, and feasibility of
organizing the existing special districts serving the community in order to provide public services such as, but not limited to, water, sewer, fire, and park and
recreations.
Rodeo Municipal Advisory Council $3,000 100300 1127 Advise the Board of Supervisors on land use and planning matters affecting the Rodeo community, and may represent the Rodeo community before the County
Planning Commission, the Zoning Administrator, and the County Board of Supervisors on services such as, land use, planning, and zoning matters.
