ACCEPT the attached 2013 annual report from the Transportation, Water and Infrastructure Committee, as
recommended by the Committee.

BACKGROUND:
The Transportation, Water and Infrastructure Committee on December 5 reviewed and approved its annual report for
transmittal to the full Board of Supervisors. The annual report documents the work performed by the Committee
during 2013. The Committee recommends the Board of Supervisors accept the report, which is attached.

Status Report: Referrals to the Transportation, Water, and Infrastructure Committee - 2013 Page 1 of 4 REFERRAL STATUS 1. Review legislative matters on transportation, water, and infrastructure. Recommended the Board ADOPT positions of various state transportation bills as follows (Various dates): SUPPORT for AB 935 (Water Emergency Transportation Authority Board Membership), and SB 328 (Public Works Contracting) Recommended the Board ADOPT positions of various state water bills as follows (Various dates): SUPPORT for AB 378 (Resources: Delta research), AB 763(quatic invasive plants: control and eradicate), AB 803(Water Recycling Act of 2013) WATCH for AB 1200(Recycled water), SB 735 (Sacramento-San Joaquin Delta Reform Act) Authorized letters to Department of Education, state legislative delegation, regarding site selection for new schools. 4/5/12, 9/5/13 Receive informational report on Association of Bay Area Governments and the Metropolitan Transportation Commission’s DRAFT - Plan Bay Area: Strategy for a Sustainable Region (SB 375 Implementation) 4/4/13, 5/5/13 Received progress reports from the County’s legislative advocate regarding Iron Horse Corridor title & related obligations. Various Dates 2. Review applications for transportation, water and infrastructure-related grants to be prepared by the Public Works and Conservation & Development Departments. Monitor the Contra Costa Transportation Authority (CCTA) including efforts to implement Measure J. Reviewed and received report on Principles of Understanding regarding legislation that will reorganize Zone 7 in Alameda County into a new water agency, referred issue to BOS and affirmed support with Alameda County Supervisor and the County Administrator. 10/3/13 6. Review issues associated with County flood control facilities. Received report on the removal of the lowest 2.5 miles of the Walnut Creek Channel and Pacheco Creek from the Corps of Engineers “Walnut Creek Project”, provided authorization to the Contra Costa County Flood Control & Water Conservation District to work with the US Army Corps of Engineers and Congress on appropriate legislation, directed FC District staff to bring the issue to the full BOS as they proceed. 6/12/13 Received a report on the status of Flood Control District infrastructure, and heard/provided comment on a comprehensive presentation on the history & future of Flood Control District infrastructure and activites, directed staff to bring the report to the BOS and coordinate with CCTV to record and broadcast the presentation. 10/3/13 7. Monitor creek and watershed issues and seek funding for improvement projects related to these issues. No items were brought to the Committee in 2013. 8. Monitor implementation of the Integrated Pest Management (IPM) Policy. Received report on Department of Agriculture Ground Squirrel Live Trapping Trials and Treatment Alternatives & referred it to the BOS w/the IPM Annual Report. 2/13/13 Received reports on IPM program and requested additional detail in the annual report, directed staff to respond to constituent concerns, and to continue outreach to other cities on IPM policies. 5/5/13, 6/12/13, 9/5/13 9. Monitor the status of county park maintenance issues.including, but not limited to, transfer of some County park maintenance responsibilities to other agencies and implementation of Measure WW grants. Received reports and recommendations regarding East Bay Regional Park District’s Measure WW Park Funding Preliminary Expenditure Plan and directed the recommendations to go to the BOS. 4/4/13, 6/12/13 10. Monitor the East Contra Costa County Habitat Conservation Plan. No items were brought to the Committee in 2013. Staff anticipates a report in early 2014. 11. Review the ability to revise the County design standards for residential streets to address traffic calming and neighborhood livability issues when these roads are built. The Committee reviewed and approved a letter to the Office of the State Fire Marshal opposing code changes that would interfere with local control of roadway design and compromise traffic calming efforts. 2/13/13 12. Monitor and report on the Underground Utilities Program. Received reports and recommend setting a public hearing before the BOS on adoption of the proposed pipeline franchise ordinance and fee resolution. 4/4/13, 6/12/13

Monitor implementation of Letter of Understanding with PG&E for maintenance of PG&E streetlights in Contra Costa County. Received report on status of coordination between Cities, County and PG & E for streetlight maintenance. 12/5/13 14. Freight transportation issues, including but not limited to potential increases in rail traffic such as that proposed by the Port of Oakland and other possible service increases, safety of freight trains and trucks that transport hazardous materials, the planned truck route for North Richmond; and the deepening of the San Francisco-to-Stockton Ship Channel. Received report re: the 2013 Northern Waterfront Economic Development Initiative & referred to the BOS 4/4/13 15. Monitor the Iron Horse Corridor Management Program. Received report on the Iron Horse Corridor Advisory Committee Bylaws recommend changes, directed staff to bring recommendations to the BOS. 5/5/13 16. Monitor and report on the eBART Project. No items were brought to the Committee in 2013. Report directly to BOS on 5/7/13. 17. Review transportation plans and services for specific populations, including but not limited to County Low Income Transportation Action Plan, Coordinated Human Services Transportation Plan for the Bay Area, Priorities for Senior Mobility, Bay Point Community Based Transportation Plan and the work of Contra Costans for Every Generation. No plans or services were reported to the Committee in 2013. 18. Monitor issues of interest in the provision of general transportation services, including but not limited to Received report on State taxicab legislation, directed DCD staff to initiate coordination between the Offices of the County Administrator, Sheriff, and County Counsel. 9/5/13
