APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract amendment with
Lincoln Child Center, Inc., effective January 1, 2014, to increase the payment limit by $369,948 to a new payment
limit of $3,714,585 to provide additional services, with no change in the term; and to increase the automatic
extension payment limit by $369,948 to a new payment limit of $2,227,241, with no change in the term of the
automatic extension. (48% Federal Financial Participation; 36% Mental Health Realignment; 12% Mental Health
Services Act; 4% Pittsburg Unified School District)
FISCAL IMPACT:
This amendment is funded 48% by Federal Financial Participation, 36% by Mental Health Realignment, 12% by
Mental Health Services Act, and 4% by Pittsburg Unified School District. (No rate increase)

Subject:Amendment #24-925-24 with Lincoln Child Center, Inc.
BACKGROUND:
This Contract meets the social needs of County’s population by providing therapy, medication support, case
management, outreach, and crisis intervention services to elementary and junior high aged students in East County in
order to reduce the need for out-of-home placements.
On September 17, 2013, the Board of Supervisors approved Novation Contract #24-925-22 ( as amended by Contract
Amendment Agreement #24-925-23) with Lincoln Child Center, Inc. for the provision of school-based mental health
services, including multi-dimensional family treatment for severely emotionally disturbed students and their families,
for the period from July 1, 2013 through June 30, 2014, which included a six-month automatic extension through
December 31, 2014.
Approval of Contract Amendment Agreement #24-925-24 will allow the Contractor to provide additional
school-based services through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, mental health services will not be provided at Petite Academy possibly
necessitating higher levels of care for those students.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
