APPROVE the Lease with Telecare Corporation for a term beginning January 7, 2014 and ending June 30, 2014,
with three one-year options to renew the Lease, for approximately 6,840 square feet of residential crisis facility space
located at 300 Ilene Street, Martinez, as requested by the Health Services Department, under the terms and conditions
set forth in the Lease. (WLP825)
AUTHORIZE the Public Works Director, or designee, to execute the Lease on behalf of Contra Costa County
(County).
FISCAL IMPACT:
100% Health Services Enterprise Fund.
BACKGROUND:
The County owns the land and building at 300 Ilene Street in Martinez. The building was built this year at a cost of
approximately $3,200,000. The facility was built as

Subject:300 Ilene Street, Martinez – Lease for the Health Services Department Residential Crisis Facility (Hope House)
BACKGROUND: (CONT'D)
a residential crisis facility for both male and female adult residents. The Health Services Department is entering
into a service contract with Telecare Corporation for it to provide residential crisis services at this location. The
Lease provides for Telecare Corporation’s occupancy of the County building to provide those services.
In consideration for services rendered by Telecare Corporation in the facility, the County will not receive any
rental income for the Lease. The County anticipates operating costs for this building of approximately $24,000 in
Fiscal Year 2013/14. This was anticipated and budgeted in the Health Services Department’s approved Fiscal
Year 2013/14 budget. The County also anticipates operating costs for this building of approximately $60,000 in
Fiscal Year 2014/15. The County will receive third-party reimbursement to offset the above costs.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving this Lease will prevent the County from contracting with Telecare to provide residential crisis
services from the County’s new facility, and the County will incur additional expenses in finding a new service
provider.
