APPROVE and AUTHORIZE the Conservation and Development Director to execute a contract amendment with
Environmental Science Associates, Inc., to increase the payment limit by $45,000 to a new payment limit of
$120,880 for services required to complete the environmental impact report (EIR) and assist with the public hearing
process on the Phillip 66 Company Refinery Proposed Fuel Gas Hydrotreatment and Propane Recovery Plant Project
located within the Rodeo area.
FISCAL IMPACT:
No impact to the General Fund. The cost is recovered by revenue received from land development and environmental
review application fees.
BACKGROUND:
The environmental document is for a pending application for a Land Use Permit to install new processing units and
ancillary equipment at the Phillips 66 Company Rodeo Refinery for the recovery, treatment, and storage of propane
and butane products. The site is located at 1380 San Pablo Avenue within the unincorporated Rodeo area of Contra
Costa County. The original contract is for the period September 27, 2013 through September 30, 2014 in an amount
not to exceed $75,880. The payment limit increase of $45,000 will enable the contractor to complete the EIR and
assist the County in preparing responses to appeal letters.
CONSEQUENCE OF NEGATIVE ACTION:
Disapproval of the request will delay completion of the EIR that is required for the Project under the California
Environmental Quality Act.
