Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County,
Amendment Agreement #28-846-1 (State #12-10468, A01) with the California Department of Public Health, to
amend Agreement #28-846, with no change in the amount payable to the County not to exceed $25,500, to extend the
term from September 29, 2013 through January 29, 2014, for the Breastfeeding Support Program.
FISCAL IMPACT:
No Change in the original amount payable to the County not to exceed $25,500 from the State for the Breastfeeding
Support Program. No County match required.
BACKGROUND:
The goal of this Program is to provide breastfeeding promotional activities to help increase breastfeeding duration
rates in high risk ethnic groups and communities of color. The County has collaborated with the California Obesity
Prevention Program (COPP); the California WIC Associates (CWA), the California Breastfeeding Coalition (CBC)
and 14 other community clinics to form a Collaborative Improvement and Learning Network (COIN) to develop
staffing and billing systems

BACKGROUND: (CONT'D)
for lactation services; implemented systems to provide and bill for professional breastfeeding support services and
pumps; and collaborated with COPP, CWS and CBC to develop and pilot California’s Breastfeeding-Friendly
Healthcare (BFHC) provider criteria and create a model and implementation toolkit.
Approval of Amendment Agreement #28-846-1 will allow the County to continue providing the Breastfeeding
Support Program, through January 29, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County will not be able funds to promote activities to help increase
breastfeeding in high risk ethnic groups and communities of color in Contra Costa County.
