ADOPT Position Adjustment Resolution No. 21391 to add one (1) Emergency Planning Coordinator (9GSA)
(represented) position at salary plan and grade ZB5 1501 ($4,593 - $5,582) to the Emergency Services Division –
Community Warning System, and cancel one (1) Sheriff’s Specialist (64VE) (represented) vacant position #11064 at
salary plan and grade VN5 1285 ($3,144 - $3,822), from the Emergency Services division – Community Warning
System.
FISCAL IMPACT:
$19,400.11 annual increase in salary costs; of which $4,501.08 is attributed to employer pension costs. All increased
costs are covered by CUPA fees generated by the Health Services Department-Hazardous Materials Division.
BACKGROUND:
Due to a departmental reorganization of the Community Warning System (CWS) unit, the Office of the Sheriff
requests to add one full time Emergency Planning Coordinator (9GSA) position and cancel one vacant Sheriff’s
Specialist (64VE) position (11064). The Department has determined that the proposed staffing adjustment would
enhance the efficiency of the department

BACKGROUND: (CONT'D)
and meet their operational needs.
The Community Warning System is funded entirely through the Contra Costa Hazardous Materials Business Plan
Programs fees; no general fund monies are utilized. The requested funded position is accounted for in the FY
13-14 and future budget years.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve this request will continue the inadequate staffing configuration which impedes the most
cost-effective administration of the Community Warning System, impacting public safety.
CHILDREN'S IMPACT STATEMENT:
No impact.
