Subject:Novation Contract #74-058-19 with Seneca Family of Agencies
BACKGROUND: (CONT'D)
Treatment (EPSDT) and uninsured clients; school-based programs, including Therapeutic Behavioral Services (TBS);
and additional community-based mental health services to Seriously Emotionally Disturbed (SED) children.
On January 8, 2013, the Board of Supervisors approved Novation Contract #74-058-17 (as amended by Amendment
Agreement #74-058-18) with Seneca Family of Agencies for the provision of mobile crisis response and children’s
specialty mental health services, for the period July 1, 2012 through June 30, 2013, which included a six-month
automatic extension through December 31, 2013.
Approval of Novation Contract #74-058-19 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing mobile crisis response and school- and community-based children’s specialty
mental health services through June 30, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, SED children throughout the County will not have access to Contractor’s mobile
crisis, and school- and community-based mental health services possibly resulting in the need for higher levels of
care.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
