HomeMy WebLinkAboutMINUTES - 01211986 - T.8 /_8 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 21, 1986 , by the following vote: AYES: Supervisor Fanden, McPeak, Torlakson and Powers NOES: None ABSENT: Supervisor Schroder ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: Rezoning Application 2639-RZ , Development Plan 3046-85,an appeal of Sandmound Investors from conditions of approval on Subdivision 6610 , Bethel Island Area The Board, on January 14, 1986 , continued to this date the hearing on the recommendation of the County Planning Commission with respect to a request by Sandmound Investors (applicant and owner) on application 2639-RZ to rezone 35 acres from Water Recreational District (F-1) to Planned Unit District (P-1 ) , together with a Development Plan (DP 3046-85) for 91 units. This hearing also includes the appeal from the conditions of approval of Subdivision 6610 in the Bethel Island area. Harvey Bragdon, Assistant Director of Community Development, presented an overview of the project. He advised that he has been able to respond to three of the four conditions that were appealed. Mr. Bragdon advised that Condition M of the con- ditions of approval has been revised to provide for the disposition of funds for the required road improvements. The following persons spoke: Rhonda Hansen, 4800 Sandmound, Oakley, spoke about traffic problems as well as traffic mitigation measures. She proposed dead- ending Sandmound Boulevard and constructing a Cypress Road extension. She expressed support for preserving the rural atmosphere in that area. Arthur M. Shelton, representing Sandmound Investors, spoke on the funding proposals for road improvements and expressed the opinion that fees contributed for the County Road Deficiency Fee Trust should be used for the improvement of Cypress Road. Constance Brady, architect for Sandmound Investors, P.O. Box 339, Bethel Island, spoke on drainage mitigation measures which in her opinion would improve the water quality in the slough. She also spoke about traffic issues being addressed in the development of the project. Richard Garland, PRC Engineering Company, Orinda, spoke on traffic studies for the development. He expressed the belief that traffic mitigation measures had been adequately addressed based on his review of the results of the study. Kim Yosley, representing East Diablo Planning Area Committee (EDPAC) , Rt. 2, Box 143-J, Brentwood, expressed support for the plan currently under consideration. Audrey O'Keeffe, 4882 Sandmound, Oakley, expressed support for the proposal to deadend Sandmound Boulevard. She also expressed support to preserve the rural atmosphere for the area. Darrell Edwards, Rt. 2, Box 293-A, Oakley, submitted addi- tional peititions supporting the extension of Cypress Road. He spoke about traffic problems and expressed the opinion that the Cypress Road Project should be completed first prior to allowing occupancy in any new home in the proposed subdivision. The Chairman noted that written comments were received from Elizabeth Stephenson, 4592 Sandmound Boulevard, Oakley, and Marvin and Ruth DeBerg, 5524 Sandmound Boulevard, Oakley, commenting on increased traffic and the need for traffic mitigation measures. All persons desiring to speak having been heard, the Chairman declared the hearing closed. Supervisor Torlakson advised of a meeting with representatives of the community and the developer on January 27 , 1986,, at 8 :00 a.m. and suggested that represen- tatives from the Public Works Department and the Community Development Department also attend that meeting. He also recom- mended that decision on this matter be deferred to Tuesday, February 49 1986 , and that the Clerk list this matter on the determination portion of the Board' s agenda for that day. There being no further discussion, IT IS BY THE BOARD ORDERED that the recommendation of Supervisor Torlakson is APPROVED.
