APPROVE and AUTHORIZE the Health Services Director or his designee, to execute an Interagency Agreement
#23-551 with the City of Richmond on behalf of its Fire Department, a public agency, in an amount not to exceed
$355,340, to provide Fire first responder emergency medical services, for the period July 1, 2013 through June 30,
2015.
FISCAL IMPACT:
There is no County General Fund impact. All payments are funded under County Service Area (CSA) EM-1 (Measure
H).
BACKGROUND:
County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid
paramedic-staffed ambulance response, to the residents of Contra Costa County.
On May 14, 2013, the Board of Supervisors approved Measure H Zone B population-based fire allocations for the
City of Richmond on behalf of its’Fire Department

BACKGROUND: (CONT'D)
to partially subsidize prehospital emergency medical first responder services.
Under this Interagency Agreement #23-551, the Contractor will provide First Responder and Emergency Medical
services, for the period July 1, 2013 through June 30, 2015, including mutual indemnification to hold both parties
harmless for any claims arising out of the performance of this contract.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Richmond Fire Department will not receive Measure H funding to support the
provision of - first responder emergency medical services, within the Richmond Fire District, until patient care is
assumed by County’s emergency ambulance contractor.
